TITLE: FIRE CHIEF
STATUS: FULL-TIMEPERMANENT
CORE FUNCTIONS:
Under the general direction of the council of the Cree Nation of Mistissini, but more specifically under the supervision of the Director of Community Development, the Fire Chief will beresponsible for the management, leadership, and supervision of the Fire and Emergency Services.
CHARACTERISTIC FUNCTIONS:
TECHNICAL RESPONSIBILITIES:
- Demonstrates commitment to personal and professional development so that a personal development plan is established and implemented, and professional competency is maintained;
- Ensures incident command and/or incident management system is implemented at emergency scenes so that a sequential plan to control the situation is implemented and the loss of life and damage to property is minimized;
- Ensures appropriate interpretation and application of legislation, standards, codes, and by-laws so that staff are aware of requirements of legislation, regulations, standard, codes, and by-laws and a reasonable and diligent application of the legislative intent is accomplished through compliance and/or enforcement;
- Ensures that fire department services and programs are developed and implemented based onthe type and level of service acceptable to the Council so that the loss of life, property, and damage to the environment is minimized, and effective and efficient use of resources is demonstrated;
- Advises Council on strategic issues and risks associated with emergency and related servicesso that Council can make informed decisions on the level of service that is appropriate for the community;
- Administers financial management systems so that department budgets are implemented in accordance with Council allocation;
- Develops multi-year financial plans for capital and operating budgets so that the department budgets reflect the needs for approval by Council;
- Establishes and implements department planning processes so that goals, objectives, and performance measures are developed and time frames for completion are met;
- Coordinates the formulation and implementation of Standard Operating Guidelines(SOGs), programs, and services at the management level so that the overall performance of theemergency team is enhanced, a broad perspective of the issues facing the community is maintained and program and service options recommended are efficient and effective;
- Implements forest fire protection services for the Cree Nation of Mistissini in collaborationwith SOPFEU;
- Responsible for the coordination and implementation of the search and rescue (SAR) operations;
- Conducting fire investigations after a fire incident, and reporting the results of suchinvestigation in a timely manner to the relevant authorities;
COMMUNICATIONS & LIAISON:
- Promotes and facilitates public communications so that accountability and public confidence in the fire department are maintained;
- Promotes effective labour relations so these relationships are continually developed,maintained, and enhanced;
- Ensures the development of fire department personnel so that fire department staff arecompetent, and contribute directly to the effectiveness and efficiency of the operation of thefire department;
- Provides leadership to the fire department so that the fire department and its individualdivisions respond readily to changing conditions, meet the performance expectation of thecommunity and demonstrate effective and efficient use of resources.
- Maintain communication and collaboration with the local environment administrator on allissues related to environment safety within the Cree Nation of Mistissini territory
- Performs other duties as requested from time to time
WORKING CONDITIONS:
- Work involves extensive physical activity, mental stress, and extremely hazardous working conditions; required to work inside and outside in inclement weather conditions; requires extensive interaction with the public; subject to deadlines and unscheduled hours; ability totake direction; prioritize work schedule; ability to work independently.
QUALIFICATIONS:
- Secondary school diploma or equivalent;
- Fire & Safety studies diploma from a recognized Institute;
- Certification for “Pompier I” from the ENPQ or a person recognized and accredited by the ENPQ;
- Certification for “Officier non-Urbain” from ENPQ or a person recognized andaccredited by the ENPQ;
- Certification for NFPA 1021 “Standard for Fire Officer Qualifications” Level IV Fire Officer;
- Certification for NFPA 1031 “Standard for Professional Qualifications for Fire Inspectorand Plan Examiner”;
- Certification for NFPA 1033 “Standard for Professional Qualifications for FireInvestigator” Fire Cause & Determination Level III;
- Certification for NFPA 1041 Level I “Standard for Fire Service InstructorProfessional Qualifications”;
- A college education will be considered an asset;
- Must have excellent writing and communication skills;
- Oral presentation skills are required;
- Knowledge and ability to work with various computer software programs is a requirement;
- Must have work experience in coordination and administration;
- Must be reliable and be able to work with minimum supervision;
- Bilingual in Cree and English, French will be an

SALARY SCALE: Job Class 7 Minimum $ 74,715.95
Midpoint $ 93,393.32 Maximum$112,072.84
